WhatsApp Business API Pricing in 2026: Meta Rates per Message by Country
Meta charges per delivered WhatsApp message since July 2025. Official rates by country and category in force since October 1, 2026, free messages, volume tiers and a monthly cost calculator.
Meta charges for the WhatsApp Business API per delivered message. Two things set the price: the message category (marketing, utility, authentication or service) and the country code of your customer's phone number. On the rate card in force since October 1, 2026, a marketing message costs $0.0118 to India and $0.0859 to France, while an order update costs $0.0014 to India and $0.0034 to the United States. Marketing templates to US numbers are not delivered at all.
Two changes landed on October 1, 2026. Service replies are charged again once a phone number has used its 1,000 free ones for the month, and utility templates sent inside the 24-hour service window are now charged too. On top of Meta's fees, you pay for the software that sends the messages, and some providers add their own margin per message.
How Meta charges for WhatsApp messages
Picture a shopper in Lyon who abandons her cart, gets a reminder, asks about sizes, then orders. Each message your store sends her is one line on Meta's bill.
One price per delivered message
Since July 1, 2025, Meta bills the WhatsApp Business Platform per message:
- Meta charges only delivered messages.
- Messages your customers send you are always free.
- Each message has one category and one charge. A shipping update is billed once, as utility.
- The price follows the recipient's country calling code. A +91 number is billed at India's rate, wherever your store is based.
An image, a PDF or a button costs the same as plain text in the same category: Meta prices by category and market only, according to its official pricing page.
The four message categories
Three categories are templates, pre-approved messages you can send at any time to customers who opted in. The fourth covers free-form replies.
| Category | What it is for | Shopify examples |
|---|---|---|
| Marketing | Promotion and re-engagement | abandoned cart reminder, new collection, welcome offer |
| Utility | A transaction the customer started | order confirmation, cash on delivery confirmation, shipping update |
| Authentication | One-time passwords | login or account verification code |
| Service | Free-form replies inside a 24-hour window opened by the customer | answering "Do you have this in size S?" |
Meta's own pricing example classifies a cart abandonment reminder as marketing and an order confirmation as utility. Keep promotions out of utility templates: a shipping update that ends with a discount code can be reclassified as marketing, and the consent rules for marketing then apply (see our guide to WhatsApp marketing consent).
A fifth category, Meta Business Agent (July 1, 2026), covers replies written by Meta's own AI agent, at $2.00 per million tokens, about 4 to 5 cents per message by Meta's estimate.

What changed on October 1, 2026
Meta changes rates only on the first day of a quarter. The October 2026 update was the largest of the year:
- Service messages are charged again after the first 1,000 per business phone number each month. They had been free since November 1, 2024.
- Utility templates sent inside an open service window are charged. They had been free since July 1, 2025.
- 40 rates changed. Marketing rates rose in the United Arab Emirates, Saudi Arabia and Mexico, among others.
- Nine markets left their regional group to get their own rates, including Morocco (previously "Rest of Africa"), Kuwait and Oman.

WhatsApp API price per message by country
Meta's list rates in USD, effective October 1, 2026, for the markets Shopify merchants message most, taken from the CSV rate card linked on Meta's pricing page (checked on October 7, 2026):
| Market (country code) | Marketing | Utility and authentication | Service (after 1,000 free) |
|---|---|---|---|
| United States, Canada (+1) | $0.0250 (Canada only: not delivered to US numbers) | $0.0034 | $0.0034 |
| India (+91) | $0.0118 | $0.0014 | $0.0014 |
| United Arab Emirates (+971) | $0.0576 | $0.0157 | $0.0157 |
| Saudi Arabia (+966) | $0.0576 | $0.0107 | $0.0107 |
| Morocco (+212) | $0.0414 | $0.0230 | $0.0230 |
| France (+33) | $0.0859 | $0.0300 | $0.0300 |
| United Kingdom (+44) | $0.0635 | $0.0220 | $0.0220 |
| Germany (+49) | $0.1365 | $0.0550 | $0.0550 |
| Brazil (+55) | $0.0625 | $0.0068 | $0.0068 |
| Mexico (+52) | $0.0397 | $0.0085 | $0.0085 |
| Rest of Western Europe (Belgium, Switzerland, Portugal...) | $0.0592 | $0.0171 | $0.0171 |
In every market, marketing costs more than utility: 1.8 times more in Morocco, 8.4 times in India, 9.2 times in Brazil. The Netherlands ($0.1597) and Germany ($0.1365) have the highest marketing rates on the whole card.

How to read the rate card
The card has 47 markets: 39 named countries and 8 regions. A country without its own line pays its region's rate: the United States and Canada share "North America", and Belgium, Switzerland or Portugal fall under "Rest of Western Europe". A higher "authentication-international" rate exists in some markets, for very large senders based abroad.
Your billing currency is set when your WhatsApp Business account is created. Meta supports 16, including USD, EUR, GBP, INR, AED and SAR.
India: rates in rupees
India is the cheapest major market on the card. In INR, a marketing message costs ₹0.8631 and a utility, authentication or service message ₹0.115.
Businesses whose billing country is India must move every WhatsApp account in their portfolio to INR billing by December 31, 2026. From January 1, 2027, Meta stops delivering messages from their accounts billed in another currency.
United States: no marketing messages
Since April 1, 2025, Meta does not deliver marketing templates to WhatsApp users with a US phone number, on any API, and its page on per-user marketing limits still says so on October 7, 2026.
For a US store, WhatsApp carries order confirmations, shipping updates, codes and customer service; cart reminders and promotions to US customers go through email or SMS. Canadian numbers receive marketing templates at the North America rate of $0.025.
When WhatsApp messages are free
Three situations cost nothing, each with its own limits.
The 24-hour customer service window
When a customer messages you, a 24-hour window opens, and it resets each time they write again. Inside it, you can send free-form replies (service). Outside it, you can only send approved templates.
1,000 free service messages per number
Since October 1, 2026, each business phone number gets 1,000 free service messages per month. They do not roll over, and the 1,001st is charged at the service rate of the customer's country. Without a payment method in Meta's Billing Hub, replies stop once the 1,000 are used.
For most small stores this covers support entirely: answering 30 questions a day is about 900 replies a month.
Free entry point window from Click to WhatsApp ads
When a customer messages you from a Click to WhatsApp ad on their phone and you reply within 24 hours, Meta opens a free entry point window that can stay open up to 7 days. During it, marketing, utility, authentication and service messages are all free; only Meta Business Agent messages are charged. The ad itself is billed as normal Meta advertising.

Volume tiers for utility and authentication
Large senders pay less for utility and authentication messages. Meta counts the charged messages of your whole business portfolio, per market and category, and resets the count each month. Past a threshold, only the messages above it get the lower rate. Marketing and service messages have no tiers.
| Market | Utility at list rate | First discount (utility) | Lowest utility rate |
|---|---|---|---|
| North America | first 80,000 at $0.0034 | $0.0032 up to 750,000 (-5%) | $0.0026 above 6,000,000 (-25%) |
| India | first 25,000,000 at $0.0014 | $0.0013 up to 50,000,000 (-6%) | $0.0010 above 300,000,000 (-30%) |
| France | first 100,000 at $0.0300 | $0.0285 up to 1,000,000 (-5%) | $0.0225 above 80,000,000 (-25%) |
The UAE, Saudi Arabia, Morocco and the United Kingdom use the same thresholds as France. A Shopify store needs more than 100,000 order updates a month to one country before tiers change its bill.
WhatsApp pricing calculator: estimate your monthly bill
The formula
Monthly Meta cost = Σ (delivered messages in a category to a market × rate for that category and market)
Then apply three adjustments:
- Count two utility messages per order if you send a confirmation and a shipping update (three with a delivery notice).
- Subtract 1,000 service messages per phone number before you multiply.
- Drop marketing to US numbers: it is not delivered.
Add your software subscription on top. The examples below use Meta's USD list rates of October 1, 2026, and Piaflo's plans, where Meta bills you directly with no markup.

Example 1: a French fashion store
Take a store in Lyon that ships 1,000 orders a month to customers in France and has 1,500 WhatsApp subscribers.
| Line | Calculation | Meta cost |
|---|---|---|
| Order confirmations and shipping updates | 2,000 × $0.03 | $60.00 |
| Abandoned cart reminders | 600 × $0.0859 | $51.54 |
| Two campaigns to all subscribers | 3,000 × $0.0859 | $257.70 |
| Customer service replies | 800, inside the free 1,000 | $0.00 |
| Total Meta fees | $369.24 |
Campaigns make up 70% of the bill. With Piaflo Starter at $29 a month (cart recovery, campaigns, 2,500 subscribed contacts), the month costs $398.24.
Example 2: a cash on delivery store in India
Take a store in Jaipur that receives 3,000 cash on delivery orders a month. Every order gets a confirmation request and a shipping update, and the team answers 1,500 messages.
| Line | Calculation | Meta cost |
|---|---|---|
| COD confirmations and shipping updates | 6,000 × $0.0014 | $8.40 |
| Abandoned cart reminders | 1,500 × $0.0118 | $17.70 |
| Customer service replies | (1,500 - 1,000 free) × $0.0014 | $0.70 |
| Total Meta fees | $26.80 |
In rupees, the same month costs ₹2,042.15 (690 + 1,294.65 + 57.50). That is why confirming COD orders on WhatsApp is cheap to run in India. With Piaflo Starter, the total is $55.80.
Example 3: a US store
Take a store in Austin that ships 1,500 orders a month to US customers and answers 400 questions.
| Line | Calculation | Meta cost |
|---|---|---|
| Order confirmations and shipping updates | 3,000 × $0.0034 | $10.20 |
| Marketing to US numbers | not delivered | $0.00 |
| Customer service replies | 400, inside the free 1,000 | $0.00 |
| Total Meta fees | $10.20 |
Order updates are what the Piaflo Free plan covers, so the month costs $10.20 in total. For what to send after checkout, see our guide to WhatsApp order confirmation on Shopify.
Paying Meta directly or paying through a provider
Every WhatsApp tool sits on the same Meta rate card. What changes is who pays Meta, and what gets added on the way.
Three ways to be billed
- You pay Meta directly. Your card is on your own WhatsApp Business account, Meta invoices you at official rates, and your tool charges a subscription.
- The provider pays Meta and bills you back. A Business Solution Provider (BSP) sells you prepaid credits or a monthly invoice, often at a higher rate per message.
- A tool sets its own price per message, which includes Meta's fee and the tool's share, usually with no subscription.
What the difference looks like
Shopify Messaging, Shopify's own app, is free to install and bills WhatsApp messages on your Shopify invoice. Its pricing page lists its own price per marketing message (checked on October 7, 2026):
| Market | Meta list rate (marketing) | Shopify Messaging (marketing) | Ratio |
|---|---|---|---|
| France | $0.0859 | $0.172 | 2.00× |
| India | $0.0118 | $0.024 | 2.03× |
| United Arab Emirates | $0.0576 | $0.100 | 1.74× |
| Saudi Arabia | $0.0576 | $0.100 | 1.74× |
| United Kingdom | $0.0635 | $0.106 | 1.67× |
| Brazil | $0.0625 | $0.125 | 2.00× |
| Mexico | $0.0397 | $0.076 | 1.91× |
Its service rates match Meta's and there is no subscription, which suits stores that send a few campaigns a year. At volume the gap adds up: the 3,600 marketing messages of Example 1 cost $619.20 at Shopify Messaging's rate and $309.24 at Meta's.
In India, the BSP AiSensy shows prepaid rates of ₹1.09 per marketing message and ₹0.145 per utility, authentication or service message, against ₹0.8631 and ₹0.115 on Meta's INR card: 1.26 times Meta's list rate. Its page does not say how much of the difference is tax or margin.

Questions to ask before you sign
- Who pays Meta? Your card on your account, or the provider's?
- Is there a markup per message? Ask for it in writing, per category.
- Who owns the number and the WhatsApp Business account? They belong in your own Meta business portfolio.
- Can you see Meta's invoice, or only the provider's total?
- How are the 1,000 free service messages handled? They belong to your number.
- Can you estimate a campaign's cost before sending it?

How to keep your WhatsApp bill under control
- Classify templates honestly. Order updates are utility. A discount inside them can turn them into marketing, at up to 9 times the price.
- Send marketing only to opted-in subscribers, and less often. Campaigns drive most of the bill in Example 1, and unwanted messages get your number blocked.
- Reply inside the 24-hour window. Free-form replies are service messages, and the first 1,000 a month are free.
- Use Click to WhatsApp ads for acquisition. The conversations they open are free for up to 7 days.
- Watch the quarterly calendar. Rates can change on January 1, April 1, July 1 and October 1, with a month's notice at least.
- Measure revenue per flow next to its Meta cost. In France, 20 cart reminders cost $1.72 in Meta fees: a single recovered order covers them many times over.

Setting it up with Piaflo
Piaflo connects your Shopify store to the WhatsApp Business Platform on your own number, created in your own Meta business portfolio. You add your card to your Meta account and Meta bills you directly at its official rates: Piaflo adds no markup and never handles that money. Piaflo itself costs $0, $29, $79 or $199 a month, billed by Shopify, with unlimited messages on every plan and a 14-day trial on paid plans.
Piaflo shows a campaign's estimated Meta cost before it goes out, and the dashboard puts orders and revenue per flow next to that cost.
Ready to run your own numbers? Compare the plans and follow the guide to connect your WhatsApp number. You can also install Piaflo from the Shopify App Store.
Frequently asked questions
Is the WhatsApp Business API free?
No. Meta charges each delivered marketing, utility and authentication template, and service replies after 1,000 free per phone number per month. Messages from customers are free, and so is everything sent in the free entry point window opened by a Click to WhatsApp ad. Your software provider may also charge a subscription.
How much does it cost to send 10,000 WhatsApp messages?
It depends on the category and the country. At Meta's rates of October 1, 2026, 10,000 marketing messages cost $118 to India, $859 to France and $576 to the United Arab Emirates. The same volume of order updates costs $14 to India and $300 to France. Providers that resell messages charge more.
How much does a WhatsApp message cost in India?
On Meta's INR rate card of October 1, 2026, a marketing message to an Indian number costs ₹0.8631 and a utility, authentication or service message ₹0.115. In USD, that is $0.0118 and $0.0014. Businesses billed in India must move to INR billing by December 31, 2026.
Can I send WhatsApp marketing messages to customers in the United States?
No. Since April 1, 2025, Meta does not deliver marketing templates to WhatsApp users with a US phone number. You can still send utility templates such as order confirmations ($0.0034 each), authentication codes and service replies. Canadian numbers receive marketing at $0.025.
Do I need a BSP to use the WhatsApp Business API?
No. You can connect to Meta's Cloud API directly and pay Meta yourself, but you then build templates, opt-ins and the inbox. Most stores use a tool. Check whether it lets you pay Meta directly on your own account, or resells messages with a margin.
